Canada's initiative gives municipalities and partners financial support to expand residential PACE programmes and add climate resilience upgrades to home energy-efficiency financing.
It helps communities finance retrofits for existing low-rise homes facing flooding, extreme heat, severe weather, wildfire, and drought, while supporting equitable, community-focused programme design.
Support can include grants, loans, credit enhancements, and study grants covering up to 80% of eligible costs, with programme design grants capped at $150K.
Pilot programmes, new construction, non-residential-only projects, and proposals lacking municipal support, financing, or a clearly identified hazard do not qualify for funding.
The aim is proactive community resilience: stronger existing homes, broader homeowner access to upgrades, and lower long-term disaster recovery costs for municipalities.
